Note the last sentence: Wilkins also said he had no problems if Canada militarized its Arctic islands.

Of course he doesn't.

The US military machine will probably sell the arms to Canada . . . .

No, but from what little I've seen he's nowhere nearly as inarticulate as the bush. He (bush) just sounds so damn.... well, stupid. What did he say "the passage passageway" or some such? Geez!
